Canada and EU leaders meet on summit to deepen ties amid global uncertainty

Canada and the European Union are taking steps to bring their relationship closer, as both face a changing international landscape. Leaders are meeting in Montreal on 29 and 30 October to discuss how they can work more closely on trade, defence and security. Canadian Prime Minister Mark Carney is hosting European Commission President Ursula von der Leyen and European Council President António Costa for talks aimed at building a stronger long-term partnership.

The summit is expected to launch an initiative called the ‘Alliance for the Future’, setting out plans for closer political and economic cooperation. Rather than simply reaffirming existing ties, both sides want to explore practical ways to work together. Discussions on a closer association are expected to continue over the coming year, with leaders focusing on what the partnership can deliver rather than on a formal label.

Trade is a major part of the discussions. The EU and Canada exchanged around €130 billion in goods and services in 2025, and both want to strengthen those links. They are looking at ways to make supply chains more secure, particularly for critical raw materials used in energy, technology and defence. Cooperation on artificial intelligence and digital technology is also on the agenda. Closer economic ties could help both sides reduce their reliance on individual markets and suppliers.

Defence and international security are also central to the talks. Canada and the EU agreed on a security and defence partnership in 2025, and Canada is now taking part in the EU’s €150 billion programme to support investment in defence production. The leaders are expected to discuss continued support for Ukraine, as well as international developments in the Middle East and the Arctic. They also want to strengthen cooperation on wider global challenges.

The move towards closer ties reflects a shared interest in finding reliable partners at a time of growing international uncertainty. Canada has strong economic links with the United States, while the EU is seeking to strengthen its own economic security and international partnerships. The summit is intended to turn those shared interests into concrete steps, from trade and defence cooperation to research and opportunities for young people. How far the relationship develops will become clearer as negotiations continue over the next year.
